Many changes in FS judging from next season!

Some "short excerpts":
- Base value for quad & 3axel raised, 2axel reduced, they will add a bonus for jumps in combos
- now the second step seq in FS is called Choreo Step Seq, haz a fixed base value and GOE (the base value it's the same, but the GOE is awarded according to the quality of steps)
- now they plan to reward 3A and less value to 2A
- 3s and 3f will worth less...
